There is no "installer" after It's supposed to be auto installed under FODs. Trying to add with DISM or editing the registry to restart the update service also doesn't work.

Updating to 20H2, also doesn't work. And this is 2 computers in the last 2 weeks. Neither have this available.

One was newly imaged to , the other updated first to from and when that didn't work all the way up to 20H2. Still not available. Ok it looks like a combination of these articles worked. Not sure which, just admin tools eventually showed up after verifying the commands in the top article.

Because I'm on a home network with VPN which sucks my connectivity down like a vacuum, it's possible it's a combo deal, but could not be verified until sufficient time to process the update had occurred. But I'd start with the top article first. Actually I am an administrator. I ended up finding a powershell solution that did work, from a combo of the articles listed below.
